The two view-range equipments: coated optics work always, binoculars give more but only after three seconds standing still.

Coated optics add view range at all times, moving or stopped. A binocular telescope adds considerably more, and only once the vehicle has been stationary for three seconds, which is exactly how a passive scout plays anyway.
The choice is therefore between a vehicle that keeps moving and one that sets up in a bush. Both bump into the 445 metre spotting cap, so on a vehicle that already has strong view range the gain is smaller than the number suggests.
