Hâkimiyet Ve saltanat hiç kimse tarafından hiç kimseye, ilim icabıdır diye; müzakere ile, münakaşa ile verilmez.Hâkimiyet, saltanat kuvvetle, kudretleve zorla alınır. Osmanoğulları, zorla Türk milletinin hâkimiyet ve saltanatına, vazıulyed olmuşlardı; bu tasallûtlarını altı asırdan beri idame eylemişlerdi. Şimdi de, Türk milleti bu mütecavizlerin hadlerini ihtar ederek, hâkimiyet ve saltanatını, isyan ederek kendi eline, bilfiil, almış bulunuyur.
Bu bir emrivakidir. Mevzuubahs olan; millete saltanatını, hakimiyetini bira kaçak mıyız, bırakmıyacak mıyız? meselesi değildir.
Mesele zaten emrivaki olmuş bir hakikati ifadeden ibarettir. Bu, behemehal, olacaktır. Burada içtima edenler, Meclis ve herkes meseleyi tabiî görülse, fikrimce muvafık olur. Aksi takdirde, yine hakikat usulü dairesinde ifade olunacaktır.
