V 60. letech 20. století stanovilo italské ministerstvo obrany požadavky na slibný střední tank, který by byl schopen konkurovat vozidlům Varšavské smlouvy a NATO. Konstruktéři navrhli konfiguraci s neobsazenou oscilační věží. Tříčlenná posádka byla umístěna v přední části vozidla, odkud velitel a střelec sledovali bojiště prostřednictvím kamer. Aby byly splněny požadavky armády, muselo být obětováno pancéřování a kapacita munice, kvůli čemuž byl tank určen pro přepady.
